The rough numbers would at least make it intuitive that i can't set it to whatever and need balanced values. I incorrectly guessed it was weighting RNG for which line got sent out each change.
Maybe ice times should be mentioned somewhere on that page...

But this is the explanation from the Wiki, roughly translated.
Before the manual special teams you could select minutes (25, 20, 15) rather than high, normal or low for ice time. Nowadays you can control ice time per each player better with the special team assignments.

You can't exceed 60 min ice time, the approximate value for high is 25 min, normal is 20 min and low is 15 min.
So if you set your first line at high ice time you have to adjust the other lines to normal and low as you wish.
I cannot seem to change Ice time per line away from: normal - normal - normal.
I'm not sure if this was meant to be a supporter's only feature, a bug, or i'm missing a button for saving ice time changes somewhere.
When i try to update just ice time, i get a message saying 'No changes were made to the tactics'.
If i bundle ice time changes together with other changes on the page, the other settings update ('Tactic changed') but ice time doesn't update and remains as normal - normal - normal.
