Does the draftable list appear when new season begins? So I can start it then. And isnt it so that I can start paying for scouts on 1st day of the season and when I dont need for drafting them anymore that season I can downgrade back to level 1 saving money the rest of the season?

You need a scout on level two at least. Then you can choose one player the scout should look at. After the first day he will tell you position and age of that player. On day two and three he gives you his first impressions on the players strenght and experience. To make sure these values are 100% correct he needs two more days. So a scout needs five days to scout one draft player to 100%. That means if you're able to pick this player in the draft  he will have exactly these scouted values. BUT you can stop scouting on a player at any time before that. If your scout reveals that a player is a center, but you don't need one, why scouting any further? Move on to the next, because age and position do not change, the only values that changes before you reach 100% are strenght and experience.

With all that in mind you can scout four players to 100% with a scout on level two until the draft. With a scout on level five you can scout four players simultaneously, so you can scout 16 players to 100%. I never needed 16 players to 100%, but there are several possible draft strategies.
